Shipping lines may stop Pakistan operations, warns PSAA

ISLAMABAD: The ship agents have forewarned the government that all export cargoes could come to a halt as foreign shipping lines are considering stopping their services for Pakistan after banks stopped remitting freight charges to them for lack of dollar availability.
اسلام آباد: شپ ایجنٹوں نے حکومت کو پیشگی خبردار کیا ہے کہ تمام برآمدی کارگو رک سکتے ہیں کیونکہ غیر ملکی شپنگ لائنز پاکستان کے لیے اپنی خدمات بند کرنے پر غور کر رہی ہیں کیونکہ بینکوں کی جانب سے ڈالر کی عدم دستیابی کی وجہ سے انہیں فریٹ چارجز بھیجنا بند کر دیا گیا ہے۔

اسلام آباد: شپ ایجنٹوں نے حکومت کو پیشگی خبردار کیا ہے کہ تمام برآمدی کارگو رک سکتے ہیں کیونکہ غیر ملکی شپنگ لائنز پاکستان کے لیے اپنی خدمات بند کرنے پر غور کر رہی ہیں کیونکہ بینکوں کی جانب سے ڈالر کی عدم دستیابی کی وجہ سے انہیں فریٹ چارجز بھیجنا بند کر دیا گیا ہے۔ پاکستان شپز ایجنٹس ایسوسی ایشن (PSAA) کے چیئرمین عبدالرؤف نے ایک خط کے ذریعے وزیر خزانہ اسحاق ڈار کو متنبہ کیا کہ سرحدی ممالک کے علاوہ، پاکستان سے تقریباً تمام بین الاقوامی رسد سمندر کے ذریعے فراہم کی جاتی ہے 

اور کسی بھی قسم کی رکاوٹ ملک کی بین الاقوامی تجارت کے لیے سنگین مسائل پیدا کر سکتی ہے۔ ایسوسی ایشن نے خبردار کیا کہ "اگر بین الاقوامی تجارت روک دی گئی تو معاشی صورتحال مزید خراب ہو جائے گی،" انہوں نے مزید کہا کہ غیر ملکی شپنگ لائنز کارگو کی مقدار کم ہونے کی وجہ سے پہلے ہی پاکستان میں اپنی خدمات بند کرنے پر غور کر رہی ہیں۔ پی ایس اے اے کے چیئرمین نے اسٹیٹ بینک آف پاکستان کے گورنر جمیل احمد، وزیر تجارت سید نوید نمر اور وزیر بحری امور فیصل سبزواری کو بھی خطوط لکھے۔

 مسٹر رؤف نے متعلقہ وزارتوں اور محکموں سے درخواست کی کہ وہ فوری طور پر متعلقہ غیر ملکی شپنگ لائنوں کو اضافی مال بردار رقم کی بیرونی ترسیل کی اجازت دے کر پاکستان کی سمندری تجارت میں تسلسل کو یقینی بنانے کے لیے مداخلت کریں۔ تاہم، بحران کا تعلق برآمدی کارگوز سے ہے کیونکہ پاکستان سے تمام بیرونی تجارت کنٹینر پر مبنی ہے، کیونکہ ملک سے کوئی مائع یا اناج برآمد نہیں ہوتا ہے۔ سرکاری ملکیت والی پاکستان نیشنل شپنگ کمپنی (PNSC) صرف اپنے 12 جہازوں کے ذریعے خام تیل اور دیگر پیٹرولیم ایندھن کی درآمد ہینڈل کرتی ہے۔

 پاکستان کا سالانہ فریٹ بل تقریبا$ 5 بلین ڈالر ہے، اور غیر ملکی کمپنیاں بین الاقوامی کرنسیوں میں چارجز وصول کرتی ہیں خاص طور پر "گرین بیک"۔ جہاز کے ایجنٹوں نے نشاندہی کی کہ موجودہ حالات کی وجہ سے جہاز رانی کا شعبہ پہلے ہی معاشی اتار چڑھاؤ کا شکار تھا اور اپنے جائز واجبات کی ادائیگی میں مزید تاخیر پاکستان کی بیرونی تجارت کو محدود کر دے گی۔ 

تاہم، PSAA کے سابق چیئرمین محمد راجپر نے ڈان سے بات کرتے ہوئے کہا کہ پاکستان ابھی تک اقتصادی بحران کے قریب نہیں ہے، اس لیے حکومت کے پاس اب بھی وقت ہے کہ وہ موجودہ بحران سے نکلنے کا راستہ تلاش کرے۔ مسٹر راجپر نے کہا، "ہم مشکل وقت سے نکلنے کے لیے ہمیشہ اختراعی آئیڈیاز رکھ سکتے ہیں، ان میں سے ایک ڈالر کی ہیجنگ اور شپنگ کمپنیوں کو ادائیگیوں کے لیے قسطیں مقرر کرنا ہے۔" 21جنوری 2023 کو ڈان میں شائع ہوا۔

Apart from bordering countries, almost all the international logistics from Pakistan are catered by sea and any disruption could create serious issues for the country’s international trade, Pakistan Ship’s Agents Association (PSAA) chairman Abdul Rauf warned Finance Minister Ishaq Dar through a letter.

“If the international trade is stopped the economic situation will worsen,” the association warned, adding that the foreign shipping lines are already considering winding up their services in Pakistan due to reduced cargo volumes.

The PSAA chairman also wrote letters to State Bank of Pakistan Governor Jameel Ahmed, Commerce Minister Syed Naveed Namar and Maritime Affairs Minister Faisal Sabzwari.

Mr Rauf requested the ministries and departments concerned to intervene to ensure continuity in Pakistan’s seaborne trade by allowing outward remittance of surplus freight amounts to respective foreign shipping lines forthwith.

However, the crisis relates to the export cargoes as all the outward trade from Pakistan is container-based, as there are no liquid or grain exports from the country.

The state-owned Pakistan National Shipping Company (PNSC) only handles imports of crude oil and other petroleum fuel through its 12 vessels.

The annual freight bill of Pakistan is around $5 billion, and foreign companies receive the charges in international currencies mainly the “greenback”.

The ship agents have pointed out that due to the current state of affairs, the shipping sector was already suffering due to economic ups and downs, and any further delays in remitting their legitimate dues will constrain Pakistan’s external trade.

However, talking to Dawn former PSAA chairman Muhammad Rajpar said that Pakistan was not close to an economic meltdown as yet, therefore the government still has time to seek a way out of the current crisis.

“We can always have innovative ideas to get out of difficult times, one of them is hedging of dollars and set installments for the payments to the shipping companies,” Mr Rajpar said.
